If you have a water softener or lawn irrigation system, there could be a valve that is partially open that is causing the noise.  Continuing on thestickman's suggestion, you may want to isolate each fixture in your home so see if the noise stops.  Obviously you will see if sinks are running, but shut off the water to your refrigerator, dishwasher, outside hoses, etc. more

Do you mean one phone line, like a seperate number into the house or a jack in a room went out. If it is a seperate line into the house, the best way to test that is to go outside to the phone box. Inside it are modular plugs just like in your house. Unplug the jack outside and plug a phone into that modular plug and see if the phone works at the box. I once had the same problem.  You need to immediately call a plumber and servicemen to your house.  There is no need to re-light it; your boiler is far too broken for that.  If you re-light it, your tank will continue to flood and if there is natural gas leaking, it may lead to a catastophic fire. I have an existing telephone line which is all connected and working. I have had the kitchen done and run a new telephone line through the kitchen. It's not attached to anything at the moment.
